Core Strategy
Planning influences many aspects of our lives from where we live
and work to what we do in our leisure time. It is important that we
get it right. As such we need to know how you think the District
should develop and grow, the things that need to be done better and
the things that need protecting.
Draft Core Strategy 2
The Draft Core Strategy 2 was the
most recent document produced by the District Council for
consultation on the next stage of preparing Bromsgrove's Core
Strategy as part of the Local Development Framework. The document
can be viewed here
and was built predominantly on the earlier
Issue and Options consultation stages
that took place in the summers of 2005 and 2007 and consultation on
the first Draft Core Strategy which took
place at the end of October 2008. There was also a consultation
regarding Redditch Growth from
January to March 2010.
The Draft Core Strategy 2 was consulted on between 21st January
and 15th April 2011. There were a total of 2,248
representations from individuals and organisations, as well as two
petitions. All of the duly made representations (summaries) on the
Draft Core Strategy 2 are now available to view online via the
links below. Hard copies of these representations are also
available to view at the Council House in Bromsgrove.
The above links contains details of the responses received to
the consultation on DCS2. Each document contains a summary of the
response received; the relevant page and paragraph number of DCS2
if applicable; an officer response to the representation and
details of any proposed action to be taken.

Context
The planning system is currently in a state of
flux due to fundamental changes proposed by the Government. The
Localism Bill is making its way through Parliament and changes have
been made to it during its passage. It is not expected to receive
Royal Assent until later this year. Whilst the West Midlands
Regional Spatial Strategy still forms part of the Development Plan
the Government has stated its intention to abolish it. Various
Ministerial Statements have been released in relation to the pro
growth agenda and also the draft National Planning Policy
Framework, which consolidates all the previous Planning Policy
Statements into one concise document, has recently been
consulted upon. Due to the time period involved in dealing with the
high volume of responses in a meaningful and considered manner,
every effort has been made to respond to the changes in the spirit
in which they were written. The responses received sometimes
highlighted that the context had also changed since DCS2 had been
written. The context of uncertainty inherent in this process should
therefore be recognised.
User guide
Due to the volume of responses received (over
2000) and the resultant length of the consultation response
document in order to make it easy to find your response it has been
split up into various sections. These subdivisions include a
section for each of the proposed development sites, a parish
councils section, a consultants section, a stakeholders section and
a general section which includes responses from individuals
who responded more widely to the document.
Therefore for example if you are a resident
and you commented on only one area ie. Wythall you would find your
response in the Wythall development site section. The responses
have been arranged alphabetically by surname so you need only to
scroll down to your surname to find your response. If your response
was more general and referred to other issues in the Core Strategy
you will find your response in the general section which is again
arranged alphabetically. If you responded on Wythall in detail and
made more general comments you will need to search in both
sections. If you are a consultant you should find your response in
the consultants section arranged alphabetically by the name of the
company and so on.
Some of the responses received were not on the
standard response form and sometimes these responses do not have
legible signatures. Such responses have however been included in
the table and marked as anonymous. This will not necessarily
prohibit people from being notified of future consultations as in
many cases an address was provided.
Next steps
The proposed action to be taken will be
carried out in the context of the new planning system and will
inform the next version of the Plan. It is important to remember
that whilst consultation responses are a key input to the emerging
Plan there are also many other relevant inputs into the document
including for example Government policy and evidence collected on
various matters.
We would like to take the opportunity to thank
everyone who took the time and effort to read the document and
participate in this consultation. The contributions are greatly
valued and will help to shape the next version of the document and
ultimately the future of Bromsgrove.

been protected by not providing their address. The name has been
included to allow recognition of their comments and the

whilst every effort has been made to respond in a consistent manner
some inconsistencies and inaccuracies may have occurred in the
