West Midlands Regional Spatial Strategy
Phase Two Revision Panel Report
Following the EiP, the Panel prepared a Report of findings and
recommendations on the draft Regional Spatial Strategy. This Report
was published on Monday 28th September. The Secretary of State will
consider the Report, together with representations made on the
draft RSS, with the aim of publishing Proposed Changes by the end
of 2009. There will then be a period of public consultation on the
Proposed Changes, likely to last 12 weeks.
Following consideration of responses to the consultation on the
Proposed Changes, the Secretary of State is expected to publish the
final West Midlands Regional Spatial Strategy Phase 2 Revision in
mid 2010. The report can be downloaded by clicking the links

By mid October copies of the Panel Report should be made
available for inspection at the same places where the draft RSS was
deposited: local authority planning departments, and the offices of
the West Midlands Regional Assembly and the Government Office for
the West Midlands and will also be sent to all participants at the
EiP and local authority Chief Planning Officers. CD versions will
be available to view at public libraries.
Government Office for the West Midlands will not able to enter into
discussions with stakeholders about the Panel Report. The Report is
not being consulted on, but stakeholders may wish to refer to it
when the Secretary of State's Proposed Changes are published for
consultation.

In September 2004 the Government introduced radical changes to
the planning system, replacing old style development plans (County
Structure Plan and District Local Plan) with a system of Regional
Spatial Strategies and Local Development Frameworks. In short this
means that the Adopted Local Plan will eventually be replaced by a
suite of Development Plan Documents, as part of the new Local
Development Framework.
During the transition to the new system, a number of policies set
out in the old style Statutory Development Plans (below) will
remain in force for the District until they are replaced or
incorporated into the new system.
All of the Local Plan policies remained in force until September
2007. Following the issue of a direction from the Secretary of
State, dated 7th September 2007, most policies have been saved, and
remain in operation beyond September 2007 until they are replaced
by policies in the new Development Plan Documents.
