Applying for a Hackney Carriage/Private Hire Vehicle Licence

Private Hire

Private hire vehicles must be pre-booked with a private hire firm. Unlike hackney carriage vehicles, private hire vehicles cannot be flagged down in the street and cannot use the taxi ranks in the town.

Licences run for a year and during that time the vehicle may be subject to further tests depending upon the age of the vehicle.

With effect from the 1st April 2011, the following fees are applicable for Private Hire Vehicles:

Annual vehicle licence fees £272

If the vehicle is more than 7 years old a fee of £55.00 is payable for each mid-term test.

Vehicle Retest £27.00

Conversion of a Private Hire Vehicle Licence to a Hackney Carriage Vehicle Licence £41.00

Hackney Carriage

The main difference between the two is that a hackney carriage can be flagged down by the public and can sit on the various taxi ranks in Bromsgrove.

Licences run for a year and during that time the vehicle may be subject to further tests depending upon the age of the vehicle.

With effect from the 1st April 2011, the following fees are applicable for Hackney Carriage Vehicles:

Annual vehicle licence fees £298.00

If the vehicle is more than 7 years old a fee of £55.00 is payable for each mid-term test

Re-test of a Hackney Carriage £27.00

Conversion of a Hackney Carriage Vehicle Licence to a Private Hire Vehicle Licence £41.00

In order to get either a Hackney Carriage Vehicle Licence or a Private Hire Vehicle Licence, the vehicle has to meet certain criteria in terms of dimensions, appearance and cleanliness and of course its mechanical integrity.

Type of vehicle

The vehicle must be right hand drive and no older than 10 years from date of first registration.

The vehicle must have at least 4 doors and not less than 4 road wheels

If the vehicle is capable of carrying at least 5 passengers but no more than 8, then there must be 2 separate uninterrupted access/exit doors fitted and sufficient space for luggage whilst keeping the gangways clear of obstruction

A vehicle must have a type approval Certificate to M1 standard

The vehicle must not have tinted windows, other than the standard manufacturers tint.

The seating capacity to be for a minimum of 6 and a maximum of 8 persons

Seat belts to be provided for each passenger

All vehicles to have full Department of Transport type approval

All vehicles must have a normal MoT test certificate and be checked by the Council's test station

·There is an exemption for these vehicles to display the Council's normal identity plates

The normal conditions apply to the licensing of Operators and Drivers. The driver must display their "Driver's Badge"
