Local Area Agreement
What is a Local Area Agreement (LAA)?
A Local Area Agreement (LAA) is an agreement between all those
who have an interest in improving services and the quality of life
for local people. The Worcestershire LAA is a form of
contract between Central Government and the County Local Strategic
Partnership (LSP) which has a focus on outcome targets. It is
made up of priorities, national indicators, local indicators and
targets.
So there is a County LSP?
Yes, the County Local Strategic Partnership (LSP) is called the
Worcestershire Partnership and it is the LSP for the whole of the
county. The Worcestershire Partnership has its own countywide
Sustainable Community Strategy (SCS). Members of the
Worcestershire Partnership include all six district LSPs in the
county, of which Bromsgrove Partnership is one.

Why do we need a Worcestershire LAA?
The Worcestershire LAA is the key strategic document which makes
the link between national, regional and local policy. Through
the Local Government and Involvement in Health Act (2007), the
Government has placed even more emphasis on LAAs, particularly, as
the inspection regime for local government will now be on an area
basis through Comprehensive Area Assessment.
How does the Bromsgrove Partnership link to the Worcestershire
SCS and LAA?
Bromsgrove Partnership has responsibility for delivering the
outcomes of the Worcestershire LAA. Both the Sustainable
Community Strategy (SCS) for Worcestershire and Bromsgrove are
organised around the six themes. The LAA translates the
themes and aspirations of the County's Sustainable Community
Strategy into specific actions and targets that will deliver the
improvements for local people that have been identified through
consultation.
The Sustainable Community Strategy for
Bromsgrove District is also organised around the same six
themes which are:
- Comunities that are safe and feel safe
- A better environment for today and tomorrow
- Economic success that is shared by all
- Improving health and wellbeing
- Meeting the needs of children and young people
- Stronger communities
As mentioned above, the LAA includes national and local
indicators and each indicator in the LAA is linked to a specific
organisation(s) who have the responsibility to deliver the targets
laid out in the agreement. Bromsgrove Partnership, therefore,
contributes to the LAA where it is relevant to do so by pursuing
the priorities for Bromsgrove.
