Council Performance
The Council uses a performance
management framework (PMF)
to set targets and monitor performance. The PMF seeks to
create explicit links between the Sustainable Community Strategy,
Council Plan, Service Business Plans and Team/Individual Plans.
Management of performance is integrated with management of
finances through an integrated performance
management regime 
The Council has established a non-executive committee of
councillors (the Performance Management Board (PMB)) to examine the
Council's performance on a regular basis. A range of National
Performance Indicators (NI's) and Local Performance Indicators
(LPI's) have been selected to measure key areas of performance, not
only for key services to customers (for instance refuse collection
and recycling) but also for behind the scenes management issues,
for example the speed at which the Council pays its invoices.
Heads of Service regularly review and discuss performance with
the Cabinet Portfolio Holder. The Corporate Management Team
review and manage performance on a monthly basis, as does the PMB.
Each quarter a performance report is submitted to the Cabinet.
Council Plan
The Council produces a Council
Plan
which sets out priorites and targets for the next
three years and also an annual report which sets out performance
achievements in the last year.
