A Guide to Local Land Charges

When selling or buying property, commercial/industrial premises or parcels of land, you need to know you have had the most thorough search for your investment. The Local Land Charges Office provides this vitally important service.

The basic standard search is made up of the Official Certificate of Search (Form LLC1) and Enquiries of Local Authority (Form CON 29R).

There is also an Optional Enquiries of Local Authority form (CON 29O).

Our average turn around time for all local searches is currently 2 working days.


LLC1 Form

(Official Certificate of Search)

The object of the search is to check the Local Land Charge Register (Form LLC1) for any legal obligations enforceable against the property and binding on successive owners.

The Register is split into twelve parts as follows:

·Parts 1 and 2 - Financial Charges

·Part 3 - Planning Charges

·Part 4 - Miscellaneous Charges

·Part 5 - Fenland Charges

·Part 6 - Land Compensation Charges

·Part 7 - New Town Charges

·Part 8 - Civil Aviation Charges

·Part 9 - Opencast Coal Charges

·Part 10 - Listed Buildings Charges

·Part 11 - Light Obstruction Notices

·Part 12 - Drainage Scheme Charges

The LLC1 form asks how many entries there are in the Register


Con 29 Form

The Con 29 form is divided into two parts, the "Required" enquiries (CON 29R) which relate to planning history, building regulations, road schemes, proposed enforcement action etc. The Optional Enquiries form (CON 29O) contains several different questions relating to public footpaths, highways, informal notices, common land etc. These optional enquiries each incur an additional fee.

All information necessary to complete the CON 29 "Required" element of the local search, which includes unrefined information i.e not held on statutory register or available by public access, will be made available on submission of the CON 29R form with payment in advance.

Local Land Charges Section will be  the "one stop shop" for any search applicant wishing to access all unrefined data.

Bromsgrove District Council is fully responsible for the full, authenticated and guaranteed information supplied in response to forms LLC1 and CON29 "Required" or "Optional" and will respond only to any follow-up enquiry arising from an official search. Other search providers compiling their own CON29 "Required" response have access to statutory registers and a limited amount of unrefined data. Any follow-up queries arising from search reports provided using these sources must be referred back the the provider.


Information Required on Submitting a Local Search

All forms need to be supplied in duplicate

Correctly completed LLC1 and CON 29 Forms

Two copies of an OS plan clearly defining the outline of the site to be searched

Two copies of any written enquiries

Correct fee - Cheques made payable to Bromsgrove District Council


NLIS Searches (Online Searches or e-Conveyancing)

The National Land Information Service (NLIS) provides the opportunity for Solicitors and Conveyancers to request a search on-line. To adhere to e-government initiatives Bromsgrove District Council can receive searches electronically thus reducing costs for postage, time and man-hours.

We are able to offer an NLIS Level 3 service.
