Annual Monitoring Report
The Planning and Compulsory Purchase Act 2004 requires every
local planning authority to produce an Annual Monitoring Report
(AMR) for submission to the Secretary of State. The AMR is a Local
Development Document and forms part of the Local Development
Framework. The purpose of the AMR is to monitor the implementation
of the Local Development Scheme and the extent to which policies
set out in the Local Development Documents are being achieved. The
report should cover the period 1st April to 31st March and be
submitted to the Secretary of State by 31st December each year.
The five main tasks of the AMR include:
- review actual progress in terms of Local Development Document
preparation against the timetable and milestones in the Local
Development Scheme;
- assess the extent to which policies in Local Development
Document are being implemented;
- where policies are not being implemented, explain why and to
set out what steps are to be taken to ensure that the policy is
implemented; or whether the policy is to be amended or
replaced;
- identify the significant effects of implementing policies in
Local Development Documents and whether they are intended; and
- set out whether policies are to be amended or replaced.

Please Note
Following changes by the Government in the
form of the Localism Act 2011, the Annual Monitoring Report (AMR)
in the future will no longer have to be submitted to the Secretary
of State, although authorities must still report on certain aspects
of the planning system and make these reports available to the
public. However, the Localism Act will not be fully enforced until
2012 and therefore the 2011 AMR was submitted to
Secretary of State. This AMR aims to monitor the policies and
proposals that have been adopted and determine the effects they are
having and then modify or replace the policies and proposals deemed
necessary. The AMR is no longer required to take into account
Regional Spatial Strategies and past guidance on Core Output
Indicators; however, for the 2011 report Bromsgrove District
Council continued to monitor these indicators.
