Evidence Base and Policy Guidance
One of the most important principles of Strategic Planning
is basing policies and decisions on strong evidence. Evidence
can come from a wide range of sources, from the national level
(such as Census data), through regional and county bodies (for
example the Worcestershire Biodiversity Action plan), to local
information and studies we have commissioned ourselves (including
employment, open space and flooding). We must also ensure
that all our local policies are in accordance with those at
regional and national level.
National Planning Policy
The
National Planning Policy Framework (NPPF) was published in
March 2012. The NPPF makes it clear that its policies apply
immediately. Annex 3 to the NPPF lists the Planning Policy
Guidance, Planning Policy Statements, Circulars and other guidance
that are replaced by the NPPF.
Regional Planning Policy
The
West Midlands Regional Spatial Strategy forms part of the
development plan for Bromsgrove Council.
Revocation of the RSS
Regional Strategies, including the West Midlands Regional
Spatial Strategy (WMRSS), were revoked by the coalition Government
in July 2010. The Localism Act 2011 allows the Secretary of State
to revoke saved Structure Plan policies and Regional
Strategies.
Local Information
A number of studies have either been commissioned or carried out
by Bromsgrove District Council in order to gain a more detailed
local evidence base. The following documents have all
