The Bromsgrove District Local Plan

In September 2004 the Government introduced radical changes to the planning system, replacing old style development plans (County Structure Plan and District Local Plan) with a system of Regional Spatial Strategies and Local Development Frameworks. In short this means that the Adopted Local Plan will eventually be replaced by a suite of Development Plan Documents, as part of the new Local Development Framework.

During the transition to the new system, a number of policies set out in the old style Statutory Development Plans (below) will remain in force for the District until they are replaced or incorporated into the new system.

All of the Local Plan policies remained in force until September 2007. Following the issue of a direction from the Secretary of State, dated 7th September 2007, most policies have been saved, and remain in operation beyond September 2007 until they are replaced by policies in the new Development Plan Documents.

What is the Bromsgrove District Local Plan?

The Bromsgrove District Local Plan contains policies and proposals to help guide development across the Bromsgrove District. The Plan consists of a proposals map and a written statement that outlines the policies to be used to assess development proposals. In deciding whether or not to grant planning permission for a proposed development, the Development Control Section must take into account the relevant policies in the Local Plan. Development will normally be permitted where proposals are in accordance with the Plan.

You can download a copy of the Local Plan written statement in PDF form using the link at the bottom of the page, The proposals map is available online and can also be purchased from the Strategic Planning section (see below for details)

History of the Local Plan

The current version of the Bromsgrove District Local Plan received Council approval in July 1990. A draft consultative document was made available for public comment in January and February 1992. Changes to the Plan were made and a Deposit version released for the purposes of public consultation in January and February 1994. In the light of representations made to the Plan a set of Proposed Changes were agreed by the Council and were publicised during December/January 1994/95. Further alterations were made in light of the Inspector's Report (January 1997) and subsequent decisions of the Planning and Highways Committee (June 1997, December 1998 and January 2000).

A Public Local Inquiry was held (2001) into objections to the June 2000 Local Plan. The Inspector's Report was received in March 2002. Copies of the Report can be purchased from the Council, viewed at local libraries within the District or can be downloaded from this website (See below).

Summary of the Total Number of Objections lodged

Total = 907
Number of objections withdrawn 24
Number of objections conditionally withdrawn 10
Number of objections heard at Inquiry 90
Number of objections dealt with at Hearings 66
Percentage of objections dealt with by written statements 82.33%
Percentage of objections dealt with at Inquiry/Hearings 17.67%

The District Council formally considered the Inspector's recommendations at the Meetings of the Executive Cabinet on 20th November and 18th December 2002, and by Meetings of the full Council on 26th November and 18th December 2002. The Plan was adopted on the 13th January 2004.

Local Plans were adopted in the early 1990's for the areas of Belbroughton, Hagley/Clent and Wythall. However from 13th January 2004, the Structure Plan and adopted Local Plan provide full development plan coverage for the District.
