Disabled Facilities Grant
The Private Sector Housing Team works in conjunction with
The North Worcestershire
Care & Repair Agency, Social
Care and Bromsgrove District Housing Trust
when administrating and funding Disabled Facilities
Grants.
The aim of providing mandatory Disabled Facilities Grants is to
ensure that people remain safely in their homes and communities for
longer. A grant of up to £30,000 is
available for all eligible residents of Bromsgrove District for
adaptations to the property or installation of equipment such as
the following works. Minor works e.g. grab rails etc are
separately funded directly by the Worcestershire NHS Primary Care
Trust, 01527 488120):
Facilitating access by the disabled occupants:
- to and from the dwelling
- to a room used or usable as the principle
family room
- to a room used for or usable for
sleeping
- to a room in which there is a lavatory
- to a room in which there is a bath or
shower
- to a room with a wash hand basin
Disabled Facilities Grant is discretionary where the relevant
works do not fall within the above categories, but are for the
purpose of making the dwelling or building suitable for the
accommodation, welfare or employment of the disabled occupant.
In the case of any Disabled Facilities Grant application the
relevant works must be recommended by the Occupational Therapist
and be necessary and appropriate to meet the needs of the disabled
occupant. The works must be reasonable and practicable having
regard to the age and condition of the premises. If it is
found that the property is unable to be sufficiently adapted to
meet the needs of the applicant a Home Move
Grant is available to assist in the moving costs to a more
adaptable property.
The eligibility criteria is prescribed within the Housing
Grants, Construction and Regeneration Act 1996 (as amended).
A Disabled Facilities Grant can only be given for eligible
works to disabled persons, the following persons are therefore
eligible to apply for a disabled facilities grant: -
- Applicant registered or eligible to be registered disabled
- Parents of a disabled child under the age of 19 years old
- Owner, occupier, tenant or landlord on behalf of the
tenant

Landlords you will need the permission of your landlord prior to
works being carried out at the property]
All Disabled Facilities Grants are subject to a financial means
testing in accordance with Government Financial Regulations which
calculates what contribution (if applicable) a householder may have
to make towards the costs of the work. The grant is the
difference between the disabled person’s means tested contribution
and the eligible expenses. A “private works option” is
permitted whereby the grant applicant prepares a scheme of
adaptations that is more elaborate than necessary. Funding is
available for the scheme however only for the amount that the basic
scheme would have cost, the additional costs are the
responsibility of the applicant. Additional funding can be
found from various charitable sources which is detailed further in
the Charities and Trusts leaflet.
It is a condition of the grant that, where an
owner disposes by way of sale, assignment, transfer or otherwise of
the premises within a period of 10 years the grant is required to
repaid to the Council where the works exceeds £5,000 but not in
excess of £10,000. An owner is required to notify the Council in
writing of his intention to dispose of the property.
