Supplementary Planning Guidance

High Quality Design SPD

Following public consultation on the Draft High Quality Design Supplementary Planning Document (SPD) earlier in 2018, Bromsgrove District Council is in the process of considering representations made by consultees and revising the SPD accordingly.

The new High Quality Design SPD will support the implementation of the Bromsgrove District Plan (BDP) and will be a material planning consideration in determining planning applications. This SPD will help proposed development to ensure that it is policy compliant by being a reasonable scale, layout, height, material, and colour, as well as respecting the existing surrounding built and natural environment, heritage and historic environment, and local character. It will offer guidance on a range of issues including:

  • Layout of proposed development
  • Views and vistas
  • Ease of movement, connectivity and legibility
  • Designing out crime, including through 'Secured by Design'
  • Private amenity space and public open space
  • Boundary treatments and landscaping
  • Lighting and noise impacts
  • Overlooking and space standards

Once the final revisions have been made to the SPD, the document will need to be adopted by the District Council before it can be given significant weight in determining planning applications.

The public consultation ran between Monday 22nd January – Sunday 4th March 2018.
