Shared Homelessness Strategy 2026-2031

In December 2025, the Government published its National Plan to End Homelessness (the Plan), detailing its strategy to create a better future for people experiencing or at risk of homelessness.

Bromsgrove, Malvern Hills, Redditch, Wychavon and Wyre Forest District Council have developed a Shared Homelessness Strategy which aligns with the National Plans long-term goal for homelessness to be rare, brief and non-recurring.

The Strategy sets out how it will support councils to shift from crisis to prevention and tackle the most intransigent forms of homelessness with an approach that seeks collaboration across government departments.

The Strategy follows the five pillars of the National Plan. These are:

1. Universal Prevention
2. Targeted Prevention
3. Preventing Crisis
4. Emergency Response
5. Recovery and Stability
