Community Governance Review 2014
A Community Governance Review which encompassed Hagley Parish Council and Clent Parish Council areas is complete, and The Bromsgrove District Council (Reorganisation of Community Governance No.1) Order 2016 was made on 4 February 2016.
Background
This review was necessary because a valid petition was submitted by Hagley Parish Council which would like to make changes to its current boundary.
Stage 1
The consultation which sought the views of residents and other stakeholders closed on Friday 30th January 2015. There has been considerable interest in the proposals and many parties have responded to the consultation.
Stage 2
This stage of the process required Bromsgrove District Council to review and assess the responses and to prepare a report to the Council's Electoral Matters Committee. The Electoral Matters Committee met to consider the report on Thursday 26th March 2015.
At that meeting the committee considered which of a number of options they would adopt as a draft recommendation to take out to further consultation. The committee decided that option one should be adopted as the council’s draft recommendation. This was the proposal included in the petition, that three areas of land identified on the plan submitted with the petition, should be incorporated into Hagley Parish Council from Clent Parish Council. Stage 3
This stage of the process saw the draft recommendation published and publicised. Consultation on the draft recommendation ran until 30 June 2015.
Stage 4
Since the consultation on the draft recommendation closed on 30th June 2015, the responses have been considered and the final recommendation drawn up.
Stage 5
Publication of the Final Recommendation concludes the review process. The Final Recommendation can be found in the documents section of this page.
Stage 6
The Final Recommendation was considered by the Electoral Matters Committee, which recommended to a meeting of the Council on the 7th October 2015 that the Final Recommendation should be adopted and a reorganisation order made in those terms. This was to transfer the land from Clent to Hagley Parish Council area as identified in the original petition.
Stage 7
The Council drew up the reorganisation order, and worked with the two parishes concerned to finalise it.
