Strategic Housing Land Availability Assessment (SHLAA)

The SHLAA looks at the housing potential of sites to cover the plan period.

Site information contained in previous iterations of the SHLAA, along with submitted sites via the more recent Call for Sites, will help inform a site selection process for the Bromsgrove District Plan Review.

If a site has been included within the SHLAA please remember that this document is evidence for plan preparation and does not itself, determine whether a site should be allocated for development.  Any planning applications submitted will be judged on their own individual merits against current adopted policies and the inclusion of a site within the SHLAA does not guarantee that permission will be granted.  The document has been used as evidence to inform the Bromsgrove District Plan and will also be used in a similar way to inform the District Plan Review.  

The 2015 SHLAA gave a summary and analysis of the housing potential across the District to inform the Bromsgrove District Plan adopted in 2017.  It is clear from the findings and subsequent analysis that there is limited potential for residential development on previously developed sites within the urban area. This means significant greenfield release will be required to deliver 7,000 homes within the plan period to 2030. It is important to note that the Bromsgrove District Plan identifies a shortfall of dwellings. If the target of 7,000 is to be reached a full Green Belt Review will need to be undertaken to identify land for the period between 2023 and 2030. The sites highlighted in Appendices E and I of the 2015 SHLAA will be considered within this assessment alongside parcels of land not previously assessed within the SHLAA.

All sites submitted to the Council since September 2015 up until 31 March 2018 have been included in an Addendum to the 2015 SHLAA document.

Area of Development Restraint (ADR) are areas of land taken out of the Green Belt in the 2004 Bromsgrove District Local Plan which have been identified as possible land for new development when required in the future.
