Community Governance Review for Finstall Parish
Why are we conducting a Community Governance Review of Finstall Parish?
Bromsgrove District Council received a request from Finstall Parish Council to change the parish boundary. The Electoral Matters Committee of the Council agreed, at it’s meeting held 23 February 2024, that a Community Governance Review (CGR) be carried out pursuant to Part 4, Chapter 3 of the Local Government and Public Involvement in Health Act 2007 to consider the following Parish matter:
“The following boundary changes be made to the Parish:
a) Field View House: re-drawing of the parish boundary so that it runs alongside the railway line to the south of Field View House, thereby placing Field View House to the north of the parish boundary.
b) Rutherford Road area (otherwise known as Hazelcroft): to seek to move the parish boundary northwards to run alongside the railway line, to incorporate Hazelcroft within Finstall parish.”

The Pink line is the current Finstall Parish Boundary and the Black line is the proposed new Finstall Parish Boundary considered in the review.
The CGR did not go ahead in 2024 due to a Boundary review of Bromsgrove District which in turn was paused due to the Government’s Local Government Reorganisation Agenda. This pause has allowed the CGR to go ahead. The Council’s Electoral Matters Committee resolved that the review start at it’s meeting held on 7 November 2025 and the Terms Reference for the review were agreed at the meeting held on 19 January 2026.
The Parish Council requested that the District Council review boundaries of the Parish where the railway line cuts the parish, which affects 22 electors (in ‘a’ above) and the aggregation of an unparished area (‘b’ above) that is within the same District Ward as the Parish. This is the whole of the TAE Polling District which contains 706 electors.
The Review Process
Before making any recommendations or publishing final proposals, we must consult local government electors for the area under review and any other person or body, including any local authority, which appears to us to have an interest in the review.

Stage one – Initial Consultation
Consultation will begin on 16 February 2026.
All electors in the area directly affected will receive a consultation document.
The Parish Council, the District Ward Councillor and the County Councillor will also receive a consultation letter.
Other electors within the parish and other interested parties will be able to complete an online form or write directly to us. This will be available from 16 February.
