£150 Government Council Tax Rebate

Bromsgrove District Council are NOT calling any residents about the £150 rebate so any approach it is a scam.
On the 3rd February the government announced new measures to support the millions of households from the costs of rising energy bills in 2022/2023
These measures include a Council Tax Rebate. This will be a one off £150 non-repayable rebate for households in England residing in properties Council tax bands A-D.
Households will receive this as a one off £150 payment. It will not be a reduction in the households Council Tax Bill.
There will be one £150 payment made per household. This rebate is not affected by the number of occupants in the household or the Council Tax payers named on the bill
We have been given government guidelines and we will be working towards identifying all qualifying households and making these rebate payments
Who will be eligible?
Your household will qualify for the rebate if the following conditions are met on 1st April 2022
- The property is valued in Council Tax bands A-D. This will include property valued in band E but has been given a band D alternative valuation due to the disabled band reduction scheme. Your Council Tax band is shown on your bill or check your Council Tax Band at GOV.UK
- The property is occupied as a main home or only home
- It a dwelling that is chargeable or in any of the following exemption classes - N (occupied only by full time students), S (occupied only by persons under the age of 18) , U (occupied only by persons with a severe mental impairment) or W (an annex to a property occupied by the dependant relative of the person living in the main property).
A property that meets all the criteria above but has nil Council Tax liability as a result of our Council Tax Support schemes will be eligible
Who will not be eligible
Properties that have no residents living there permanently, such as unoccupied properties or second homes will not be eligible.
In addition, the liable Council Tax payer cannot be any of the following
- a local authority
- a corporate body
- a housing association
- the government or a governmental body
How we will pay your rebate
Payments will be made directly to the Council Tax bill payer of eligible households. We will be required to carry out pre-payment assurance checks to verify the bank details we hold match the liable taxpayer named on the Council Tax records before issuing the rebate
If you pay by Direct Debit
If you pay your Council Tax by Direct Debit, you do not need to contact us. We will make the payment to eligible households as early as possible from the start of financial year 2022/2023.
In the case of multiple residents in a dwelling who are jointly liable to pay the Council Tax, the payment will be made into the live bank account held from where the Direct Debit payments are made.
The Government has placed requirements on councils to verify all bank accounts before we make a payment under the scheme. We can only make a payment where the name of the Direct Debit payer matches the liable person for council tax. If the Direct Debit is not in the liable person’s name, then we will write to the person eligible for the payment and tell them how to claim.
Verification of bank accounts will be carried out by either a successful collection of a Direct Debit payment or through an external verification.
To date we have made payments totalling £2,993,850 to 19,959 eligible households; a further 569 payments are awaiting external validation and will be released once bank details have been verified.
If you make payment by direct debit and have not had a payment of your rebate, then this will be because we have been unable to verify your bank account. This may be because your council tax account and your bank account are not in the same name. We will be writing, emailing or contacting you by SMS to let you know how to claim your rebate.
If you pay by Direct Debit on the 28th of the month we will be making payments on or shortly after 3rd May 2022.
If you do not pay by Direct Debit
If you do not pay your Council Tax by Direct Debit we will contact you to advise what you will need to do to claim your payment.
When your rebate payment is available you will be able to complete the claim form available at the link below.
Please Note: We are sending personal invites to all our non Direct Debit Customers when their rebate payment is available to claim. Please do not apply until you have received your personal invitation from us.
You will need your council tax account reference and information from your council tax bill to complete the form. You will be asked to provide bank details for the bank that you would like the payment paid into. This bank account must be in the name of the council taxpayer. When you have completed the application we have to ask for your bank details to be verified using an external service; there will be a delay from the completion of the form to the payment due to this verification process.
Changes in Circumstances
Council Tax Rebate is effective from the 1st April 2022 and is based on the property band and the liable person for council tax on that day. Any changes made to your properties Council Tax band after this date will not be considered. The exception to this is new homes awaiting their valuation band. In these circumstances, if the effective date is on or before 1st April 2022 a payment can be made if eligibility criteria is met.
If you move out of a property before the 1st April 2022 you will not be eligible for the payment for that property. If you claim the payment or it is paid to you automatically then we are required to recover the payment from you. If you move into a property after the 1st April 2022 then you will not be eligible for the payment for that property.
There are limited reasons you can challenge the Council Tax band of a property.
The government have guidance about the circumstances in which you can challenge your Council Tax band.
Energy Rebate Discretionary Fund
The government will give funding for councils to put in place a discretionary fund for households in need who do not meet eligibility criteria for a Council Tax rebate.
