Council property includes things like:

• Litter bins
• Street signs
• Public toilets
• Parks

Private property would be the responsibility of the owner. 

For example:

• Royal Mail (post boxes)
• Network Rail (railway bridges)
• Virgin/Sky/Openreach (Internet/Telephone boxes).
